Description

Part of generating the NEWS file is adding links and credits (links to usernames) for PRs of changes added to a release. A lot of this could be automated (i.e. adding links to the PRs, and extracting anyone who wrote code or reviewed a PR)

towncrier is now being used to generate links to PRs. Credits are not generated, though.
